TWNIC Releases the 2025 Annual Report: Strengthening Digital Trust and Network Resilience to Build a “Trust in Every Click” Digital Environment

The Taiwan Network Information Center (TWNIC) has officially released its 2025 Annual Report, reviewing key achievements over the past year in Taiwan’s internet infrastructure, digital governance, and international cooperation. As generative AI rapidly expands, cyber threats grow more complex, and the global digital governance landscape continues to shift, TWNIC remains anchored in its core vision—“Trust in every click”—by strengthening foundational internet security, deepening collaboration on digital governance, and promoting digital literacy and talent development to help build a safer, more trusted, and more resilient digital Taiwan.

The Annual Report highlights that Taiwan’s digital development has moved from the early stage of “how to get online” to a new stage of “how to use the internet effectively and responsibly.” With generative AI becoming widely adopted in a short period of time, the internet now plays an even more critical role across everyday life, business activity, public services, and information exchange—while also introducing new risks such as fraud, misinformation, and personal data breaches. In this context, building trustworthy digital infrastructure and governance mechanisms has become a shared priority worldwide, and TWNIC continues to serve as a key driver of Taiwan’s internet governance and critical resource management.

Taiwan’s Internet Infrastructure Continues to Advance, with Strong Growth in Domain and IP Resource Management

According to the Annual Report, by the end of 2025, TWNIC-managed “.tw” and “.台灣” ccTLD domain names reached a total of 465,066 registrations. Among them, com.tw accounted for the largest share (45.51%), followed by general English .tw domains (23.78%).
In IP resource management, Taiwan’s total IPv4 allocation reached more than 35.7 million addresses, ranking among the top 15 globally. Meanwhile, IPv6 allocations reached 2,599 /32 blocks, underscoring Taiwan’s continued progress in building next-generation internet readiness.

TWNIC also continues to strengthen foundational security through DNS, DNSSEC, and Anycast deployment. The .tw DNS service availability remains at 100%, supported by over 300 global nodes, ensuring stable and reliable connectivity for users.

Addressing Digital Threats: Enhancing Cybersecurity and Building Greater Resilience

To safeguard the reliability of Taiwan’s internet environment, TWNIC has advanced a range of critical initiatives in cybersecurity governance.

For example, TWNIC strengthens routing security through RPKI (Resource Public Key Infrastructure). The proportion of valid prefixes has reached 97.2% for IPv4 and 97.6% for IPv6, reflecting a high level of maturity in Taiwan’s routing security management.

TWNIC has also continued to promote DNSSEC (DNS Security Extensions), using digital signature validation to ensure the integrity and authenticity of DNS responses. This reduces the risk of users being redirected to phishing or malicious websites and enhances overall trust in domain name resolution.

In addition, to prevent domain name abuse and fraud websites, TWNIC announced and implemented a policy framework to mitigate abuse within the national ccTLD space in 2025, and established reporting and appeal mechanisms. Through cooperation with industry partners and international communities, TWNIC works to maintain a safer and more trustworthy online environment.

Advancing Digital Trust and Governance: Deepening Connections with the Global Internet Community
Facing emerging challenges in global digital governance, TWNIC actively participates in international internet governance communities and engages in collaboration and exchange with organizations such as ICANN and APNIC, contributing to the development of DNS security and trusted network environments.

On the policy and research front, TWNIC continues to produce survey-based research and data analysis—such as the Taiwan Internet Report—to support government and industry decision-making in digital governance and policy development.

Moreover, through TWNIC Academy and related training programs and forums, TWNIC is committed to cultivating the next generation of internet governance and technical professionals, encouraging youth participation in international conferences and communities, and enhancing Taiwan’s engagement and visibility in the global internet governance ecosystem.

Looking Ahead: From Connectivity to Empowerment—Toward a Digital Taiwan Built on Trust
Looking forward, TWNIC will continue to focus on three core strategies—strengthening cybersecurity resilience, building digital trust, and deepening international cooperation—to respond to both the opportunities and challenges of the AI era.

As the internet becomes a foundational infrastructure for social and economic operations, ensuring cybersecurity, protecting digital rights, and reducing digital divides will remain central governance priorities. Through continuous infrastructure enhancement and cross-sector collaboration, TWNIC aims to make every connection safer, more reliable, and more trusted, and to help shape a digital Taiwan that is fair, inclusive, and resilient.
