台灣網路報告旨在呈現台灣網際網路發展與應用管理與觀察，說明台灣整體網路使用圖像與使用者輪廓，並了解各項網路趨勢與未來發展。市話與手機電訪調查所得之數據會結合分析作為本次網路調查的基礎，從了解台灣網路基礎推展至應用層面，輔佐邏輯層面的網域名稱和 IP／ASN 註冊情形等客觀環境分析，並蒐集比較各國家和各次級文獻內容來描繪台灣網路整體圖像。

The purpose of the Taiwan Internet Report is to represent the observation of the Internet development and application in Taiwan, explain the image and user profile of Taiwan's overall Internet usage, and understand various Internet trends and future developments.
依中心對外所提供之服務分類，以各組主要業務之利害關係人為目標，採量化及質化之研究方法瞭解各類利害關係人對所使用中心服務之滿意度。
利害關係人可回饋對中心各項服務之意見與建議，以及在網際網路新技術、教育及政策等層面之議題發展之下所產生的新服務需求，作為中心未來服務精進與政策改善之參考。
針對國際組織部分則以質化問卷方式瞭解國際網路組織與中心合作之經驗以及未來可持續強化合作之領域。

This survey concerned stakeholders of the main businesses that each TWNIC department assists and examined their satisfaction with TWNIC services through quantitative and qualitative methods.
To enhance future services and policies, stakeholders could give feedback and suggestions for all TWNIC services and request new services for the development of innovative Internet technologies, education, and policies.
In addition, qualitative questionnaires were applied to recount stakeholders’ experiences in cooperating with international network organizations and to identify services for sustainable cooperation in the future.
