「域名飄 愛心揚 根留台灣」慈善公益活動

秉持回饋社會之宗旨,自民國90年起與受理註冊機構共同舉辦「域名飄、愛心揚、根留台灣」慈善捐款活動,以「一筆註冊、無限希望」概念,提撥固定比例之域名註冊費作為公益用途,幫助弱勢族群或偏遠地區,並且公開徵選縮短數位落差之公益計畫。109 年度計畫徵選分別與社團法人台灣微客公益行動協會、社團法人南投縣樂學文教協會、社團法人台灣愛希望兒童關懷發展協會、財團法人台灣兒童暨家庭扶助基金會澎湖分事務所、財團法人屏東縣私立畢嘉士社會福利基金會、社團法人南投縣麻煩小天使協會、社團法人臺南市樂活關愛協會、財團法人千禧龍青年基金會、社團法人台北市視障者家長協會、社團法人彰化縣視障者關懷協會。等10個組織合作,期盼能為社會盡一份棉薄之力。

TWNIC Charity Campaign

The TWNIC commits itself to social responsibility. Since 2001, the TWNIC has held the charity campaign to establish the brand images of .tw/.台灣 domain name services, gather resources for shortening the digital divide in Taiwan. This campaign is aimed at creating hope through domain name registration by allocating a fixed proportion of domain name registration fees toward public welfare projects, through call for proposal, 10 NGO's projects were selected in 2020.

.tw數位公益計畫

秉於回饋社會之宗旨,台網中心持續推出.tw網域名稱保留字拍賣,並將拍賣收益所得作為公益用途。本次公益計畫經評選出1家通過提案審查之公益團體:台灣數位外交協會,期能藉由本次公益計畫徵案,在數位時代中共同建置包容性的數位服務,縮短數位落差、普及資訊教育,幫助更多數位弱勢族群改善在數位時代下的數位參與權利。

Executing the .tw digital charity project

To give back to society, the TWNIC initially held a .tw reserved domain name auction and donated the income to the non-profit group that passed the proposal review: the Taiwan Digital Diplomacy Association. The charity project sought project proposals to build comprehensive digital services, reduce digital divides, and popularize information education to assist digitally disadvantaged groups and improving their access to digital participation rights, which are needed in the digital age.

舉辦台灣網路講堂

在數位時代發展下,網民經由網路對各議題發表言論及意見並進行互動溝通與討論以獲取來自全世界且更多元的觀點。2020年開始,台灣網路資訊中心以實踐社會責任,秉持社群共有共治共享的網路概念來推動一個屬於台灣網路社群的講堂,藉由講堂共同關注國內外網際網路技術、經濟、社會、安全等重要議題,容納多元聲音交流之公開場域。希冀透過「台灣網路講堂」,整合與促進國內網路社群針對不同網路治理公共政策議題之討論或推廣;與我國網路社群共同建構一個屬於台灣的網路公共議題推廣平台。

台灣網路資訊中心與NII產業發展協進會共同規劃一系列「台灣網路講堂」活動,透過系列座談及演講,觀察國際網路治理重大議題,並進一步檢視這些議題對台灣的意涵或衝擊;也期能藉推廣活動推動多方利害關係人(multi-stakeholder)的溝通對話模式,針對不同網路公共政策議題,找出共識與分歧點,以期能建構一個考量不同族群與多方利害人的治理方式。以下為各場次清單:

Organizing the Taiwan Online Lecture Series

In the digital age, netizens can voice their opinions on various topics as well as engage in communication and discussion with others to understand diverse global opinions. To fulfill its social responsibility and honor the notion of co-ownership, co-governance, and sharing, the TWNIC has promoted a public lecture series in Taiwan since 2020; the TWNIC hopes that this lecture series serves as a public forum that accommodates the interaction of multiple perspectives in examining critical network-related topics from a technical, economic, social, and security perspective both inside and outside Taiwan. Through the Taiwan Online Lecture Series, the TWNIC hopes to integrate and facilitate discussions among Taiwanese online communities on diverse public policy topics on Internet governance. Together with other online communities in Taiwan, the TWNIC endeavors to create an online public promotion platform for network matters specifically for the Taiwanese context. 

The TWNIC and National Information Infrastructure Enterprise Promotion Association (NII) have coplanned a series of Taiwan Online Lecture. The TWNIC hopes that these seminars and speeches serve as a means for observing critical topics in international Internet governance, and that the implications and impacts of these issues for Taiwan can be further examined. The TWNIC also hopes that (1) the multistakeholder communication model can be promoted through these activities, (2) that this model can be used to determine the convergence and divergence in opinions related to various public policies for the Internet, and (3) that a governance method that considers the perspective of diverse populations and stakeholders can be established. The topic for each session is as follows:

  1. The secession crisis of the global network: decoding the IGF2019
  2. Who is eavesdropping? The conflict between smart lifestyle and privacy security concerns of smart speakers.
  3. Machine facial recognition: Human face recognition and human rights challenges in the digital age
  4. COVID-19 and digital governance: Drawing the privacy boundary and combating fake news
  5. DNS-over-HTTPS and Internet governance: Has goodwill in privacy protection turned into online bullying?
  6. When AI meets the pandemic: Should innovation be encouraged or regulated?
  7. Is instigating a cyber-attack tantamount to instigating a war?
  8. Utilizing digital technology in connecting the past and the future, and working hand-in-hand with the global public to create the future
  9. Freedom of speech and content review: Who is responsible for the content postings of out-of-control users?
  10. Taiwan @ global submarine cables: Status and future trends, risks, and strategies
  11. The detention and confiscation of domain names: actual law-enforcement practices as the core

不實資訊的傳播源頭識別:以COVID-19為例研究結果發表會

研究以 2020 年上半年之 COVID-19 疫情為題,解析 166 萬 4,647 篇臉書粉絲頁連結型貼文,得到網域及次網域二大資料欄位,讓社群資料具備結合網域流量資料、IP 資料之延伸性。盼透過從公共政策之角度出發,聚焦於我國政府、主管機關之公權力,難及於來源不明之繁體、簡體中文內容,探索資料、建立不實資訊之傳播源頭識別分析流程,期能對我國社群在不實資訊及媒體識讀等相關研究進行更具深度之探討,亦冀能協助有關單位建立常態性追蹤機制。

Identification of the source of false information spreading: Presentation session of COVID-19-based research results

Using COVID-19 as a case study, the current researchers analyzed 1,664,647 fan postings on Facebook and obtained data for the two data fields of domain and subdomain; this endows the community data with an extensibility that combines domain traffic flow data and IP data. This study was conducted from the perspective of public policy and focused on the public power of the Taiwanese government and competent authorities, as well as Simplified and Traditional Chinese content of unknown sources, in order to explore relevant data and establish a process for identifying and analyzing the source of false information. Our objective is to conduct a more in-depth discussion on the relevant research of false information and media literacy among the online communities in Taiwan, and to assist relevant units in establishing a regular tracking mechanism.

新頂級域名暨數位品牌高峰論壇

通用頂級網域名稱 (Generic Top-Level Domain,gTLD) 註冊業務自1999年全面民營商業化起,全球網域名稱註冊量已經達到3億七千萬個,其中從2012年開放申請的新通用頂級域名 (New Generic Top-Level Domain,New gTLD) 也在近年消長中達約3千五百萬個,網路上可註冊使用的中英文通用域名和國家域名選項已達1600多個後綴選項。

全球新頂級域名資訊既多且雜,大多數品牌管理者不知如何與網域名稱管理單位(registry)或註冊服務機構 (registrar) 打交道,管理好珍貴的數位資產—網域名稱。

有鑑於未來頂級域名持續開放,對我國政府、企業與網路使用者皆產生影響,在全球網路互通互連的緊密結合與相互牽動之效應下,TWNIC為我國唯一統籌頂級網域名稱 (Top-Level Domain Names)註冊的非營利組織,積極研究全球網路治理與頂級域名生態系統和應用趨勢相關議題,並納入我國主要利害關係人之意見,以利各單位進行長期追蹤,在申請過程開始之前做好各項準備。

The New Top-Level Domain Name and Digital Brand Summit

Since the full privatization of the generic top-level domain (gTLD) name registration service in 1999, the number of registered domain has reached 370,000,000 globally; the number of new generic top-level domain (new gTLD) names, which have been open for application since 2012, has also reached 35,000,000. As many as 1,600 suffix options for Chinese and English generic domain names and national domain names are now available for registration.
Due to the diverse and complex information on global new top-level domain names, most brand managers have limited knowledge of domain name registries and registrars as well as approaches to safeguarding their valuable digital assets—namely domain names.

Top-level domain names will continue to be opened up in the future, and this is likely to generate an impact on the Taiwan government, enterprises, and network users. In the context of tight integration and mutual influence of the interconnected global network, the TWNIC is the only nonprofit organization that coordinates top-level domain name registration in Taiwan. Moreover, the TWNIC is proactively involved in researching topics related to global Internet governance and the ecological system and application trends of top-level domain names. In said research, the TWNIC incorporates the opinions of the major stakeholders in Taiwan, in order to facilitate the long-term tracking of the relevant agencies to enable them to make relevant preparations even before the commencement of the application process.
