TWNIC IP Address Application and Allocation Policy

- The application and allocation of Internet addresses (including IPv4 and IPv6 addresses, collectively referred to as “IP addresses”) shall be handled in accordance with this policy, except as otherwise stipulated in the “TWNIC IP Address Registration Management Regulations.”
- Organizations authorized by TWNIC (hereinafter referred to as “the Center”) as Internet Service Providers (ISPs), or Internet End Users, may apply for IP addresses from the Center. The application procedure and important notes are as follows:
- a.Complete the application form and submit the supporting documents to the Center for review. The submitted documents must be detailed and accurate. For delegated assignment units, in addition to the application form, network backbone topology diagrams, data center infrastructure diagrams, and relevant supporting documents (such as equipment purchase certificates and data circuit leasing certificates) must be provided to allow the Center’s reviewers to assess the actual requirements.
- b.For applicants reapplying for IPv6 addresses, the utilization rate, measured by the smallest allocation unit of /56 and calculated using the HD-Ratio, must reach 0.94. The Center may verify this through data recorded in the Whois database. Applications not meeting this threshold will not be accepted unless there is an urgent need.
- c.The Center shall review applications within six business days starting from the day following the receipt of the application form and notify applicants of the result via email.
- d.If the application form contains errors or is incomplete, the Center will notify the applicant by phone or email. The review process will resume after corrections or supplementary documents are provided.
- Procedures and important notes for users applying for IP addresses through ISPs:
- a.ISPs must assess the actual needs of end users and may request supporting documents if necessary.
- b.After allocating IP addresses, ISPs must promptly register the allocated IP address ranges in the Center's Whois database to ensure public inquiry, troubleshooting, and address uniqueness.
- c.When processing user applications, modifications, or deactivations of IP addresses, ISPs must verify the user's identity and promptly update the Whois database to maintain accuracy and authenticity.
- ISPs must allocate IP addresses to their users in accordance with the following guidelines:
- a.For fixed connection users (e.g., leased lines, DSL, Cable), IP address assignments should be based on the actual number of internet-connected devices, not solely on bandwidth capacity.
- b.For non-fixed connection users (e.g., dial-up), dynamic IP address assignment is recommended unless special circumstances apply.
ISPs or Internet End Users that violate this policy will be considered in breach of the “TWNIC IP Address Registration Management Regulations.” In cases of serious violations that harm user interests, the Center may terminate authorization and cooperation with the ISP or Internet End User in writing or by email at any time.
This policy shall be implemented upon approval by the Center’s “IP Address and Network Protocol Committee” Amendments shall follow the same procedure.
- In case of any disputes regarding this policy, the Center reserves the right of final interpretation.
Note:
- (1) Internet Service Providers (ISPs): Entities authorized by TWNIC to allocate IP addresses. To establish a hierarchical management mechanism, TWNIC delegates IP address allocation to general Internet End Users through ISPs. Therefore, ISPs may directly apply to TWNIC for necessary IP addresses.
- (2) HD-Ratio: Host Density Ratio, which represents the utilization rate of network address blocks. The formula is as follows:
